Why did the canada customs inspect my bead items and charged me 86 dollars asf fee?
I don't even know what that was but the bigger question is why they they decide to inspect my items this time when the last time I bought from the same company they never done a thing... Ok my order included beads and a liver of sulfur too oxidize the sterling silver... Maybe they thought the liver of sulfur was narcotics and decided to check it???
You may not experience this step in the import process - we do not examine all shipments before releasing them. Under the Customs Act we have the authority to randomly select shipments for examination to verify compliance or to take samples in reasonable amounts. The frequency of examinations will depend on your compliance record and that of other persons or organizations involved with the shipment as well as the type of goods you are importing.

Well, the website also mentioned the following:
We may choose to examine your shipment for several reasons:
* to detect prohibited or restricted items (e.g., pornography, narcotics) or smuggled goods;
* to fulfil other government departments' legislative requirements (e.g., meat inspection, import permits); or
* to ensure the goods comply with customs legislation (i.e., to verify their description, value, quantity, and marking against the invoice information).
Perhaps your package was check under the third criteria, because I can't see anything prohibited/restricted with your purchase.
As for the "fee" that they charge, are you sure it's a fee for inspecting the item, or is it vat/duty chargeable on the items? Afterall you're purchasing something from outside of Canada, which is therefore deemed as importation, whether intended for personal use or for commercial purposes. You can try to read the documentation on CBSA but it's long and tedious (http://laws.justice.gc.ca/en/C-54.011/index.html ).
